State Council Opinions on Deeply Implementing the "Artificial Intelligence+" Action

To the People's Governments of all provinces, autonomous regions, and municipalities directly under the Central Government, all ministries and commissions of the State Council, and all directly affiliated institutions:

To deeply implement the "Artificial Intelligence+" action, promote the extensive and deep integration of artificial intelligence with various industries and fields of economic and social development, reshape human production and lifestyle paradigms, promote revolutionary leaps in productivity and deep changes in production relations, accelerate the formation of a new form of intelligent economy and intelligent society characterized by human-machine collaboration, cross-border integration, and co-creation and sharing, the following opinions are proposed.

I. General Requirements

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully, accurately and comprehensively implement the new development concept, adhere to the people-centered development philosophy, give full play to China's advantages in rich data resources, complete industrial system, abundant application scenarios, and large labor force, strengthen forward-looking planning, systematic layout, industry-specific policies, open sharing, and security control, focusing on science and technology, industry, consumption, people's livelihood, governance, global cooperation and other fields, deeply implement the "Artificial Intelligence+" action, emerge a batch of new infrastructure, new technology systems, new industrial ecosystems, new employment positions, etc., accelerate the cultivation and development of new quality productivity, enable all people to share the fruits of artificial intelligence development, and better serve the construction of Chinese modernization.

By 2027, we will take the lead in achieving extensive and deep integration of artificial intelligence with 6 key areas, with the popularization rate of new-generation intelligent terminals, intelligent agents and other applications exceeding 70%, the rapid growth of the core industry scale of the intelligent economy, the significantly enhanced role of artificial intelligence in public governance, and the continuous improvement of the artificial intelligence open cooperation system. By 2030, China's artificial intelligence will comprehensively empower high-quality development, with the popularization rate of new-generation intelligent terminals, intelligent agents and other applications exceeding 90%, and the intelligent economy becoming an important growth pole of China's economic development, promoting technology inclusiveness and achievement sharing. By 2035, China will fully enter a new stage of intelligent economy and intelligent society development, providing strong support for basically achieving socialist modernization.

II. Accelerate the Implementation of Key Actions

(I) "Artificial Intelligence +" Science and Technology

1. Accelerate the process of scientific discovery. Accelerate the exploration of new scientific research paradigms driven by artificial intelligence, and speed up the process of major scientific discoveries "from 0 to 1". Accelerate the construction and application of large scientific models, promote the intelligent upgrading of basic scientific research platforms and major scientific and technological infrastructure, create open and shared high-quality scientific data sets, and improve the processing level of cross-modal complex scientific data. Strengthen the cross-disciplinary traction and driving role of artificial intelligence, and promote the integrated development of multiple disciplines.

2. Drive technological R&D model innovation and efficiency improvement. Promote the integrated collaborative development of AI-driven technological R&D, engineering implementation, and product landing, accelerate "from 1 to N" technological landing and iterative breakthroughs, and promote the efficient transformation of innovative results. Support the promotion and application of intelligent R&D tools and platforms, strengthen the collaborative innovation of artificial intelligence with biological manufacturing, quantum technology, sixth-generation mobile communication (6G) and other fields, support scenario application landing with new scientific research results, and guide scientific and technological innovation breakthroughs with new application needs.

(II) "Artificial Intelligence +" Industrial Development

1. Cultivate intelligent native new models and new business forms. Encourage qualified enterprises to integrate artificial intelligence into strategic planning, organizational structure, business processes, etc., promote the intelligent development of all industrial elements, help the transformation and upgrading of traditional industries, and open up new tracks for the development of strategic emerging industries and future industries. Vigorously develop intelligent native technology, product and service systems, accelerate the cultivation of a batch of intelligent native enterprises with bottom architecture and operating logic based on artificial intelligence, explore brand new business models, and spawn intelligent native new business forms.

2. Promote intelligent development of all industrial elements. Promote intelligent linkage of all industrial elements, and accelerate the landing and application of artificial intelligence in all links of design, pilot test, production, service, and operation. Focus on improving the AI literacy and skills of all employees, and promote the formation of more reusable expert knowledge in various industries. Accelerate the innovative breakthrough of industrial software and vigorously develop intelligent manufacturing equipment. Promote intelligent collaboration of industrial supply chains and strengthen adaptive supply and demand matching. Promote AI-driven production process optimization methods. Deepen the integrated application of artificial intelligence and industrial Internet, and enhance the intelligent perception and decision-making execution capabilities of industrial systems.

(III) "Artificial Intelligence +" Consumption Quality Improvement

1. Expand new scenarios for service consumption. Cultivate intelligent service formats with wider coverage and richer content, accelerate the development of efficiency-enhancing and companion intelligent native applications, and support the opening of new entrances to intelligent assistant and other services. Strengthen the construction of intelligent consumption infrastructure, improve the quality of life services such as culture and entertainment, e-commerce, housekeeping, property, travel, elderly care, and childcare, and expand new scenarios for service consumption such as experience consumption, personalized consumption, and cognitive and emotional consumption.

2. Cultivate new forms of product consumption. Promote the "interconnection of all things" of intelligent terminals, cultivate intelligent product ecology, vigorously develop new-generation intelligent terminals such as intelligent connected vehicles, AI mobile phones and computers, intelligent robots, smart homes, and intelligent wearables, and create an integrated intelligent interaction environment covering all scenarios. Accelerate the integration of artificial intelligence with technologies such as metaverse, low-altitude flight, additive manufacturing, and brain-computer interface, and product innovation, and explore new forms of intelligent products.

(IV) "Artificial Intelligence +" People's Livelihood and Well-being

1. Create more intelligent working methods. Actively leverage the role of artificial intelligence in creating new jobs and empowering traditional jobs, explore new organizational structures and management models for human-machine collaboration, cultivate and develop innovative work forms such as intelligent agents, and promote applications in positions with labor shortages and high-risk environments. Vigorously support AI skills training, stimulate AI innovation and entrepreneurship and re-employment vitality. Strengthen employment risk assessment of AI applications, guide innovation resources to tilt towards directions with great job creation potential, and reduce the impact on employment.

2. Promote more fruitful learning methods. Integrate artificial intelligence into all elements and processes of education and teaching, innovate human-machine collaborative education and teaching models such as intelligent learning companions and intelligent teachers, promote the transformation of education from knowledge transfer to capability improvement, accelerate the realization of large-scale personalized teaching, improve education quality, and promote educational equity. Build intelligent situational interactive learning models, and promote more flexible and resource-rich independent learning. Encourage and support the whole people to actively learn new knowledge and new technologies of artificial intelligence.

(V) "Artificial Intelligence +" Governance Capability

1. Create a new picture of human-machine symbiosis in social governance. Orderly promote the intelligent transformation and upgrading of municipal infrastructure, explore urban planning, construction and governance oriented to new-generation intelligent terminals, and improve the intelligent level of urban operation. Accelerate the extension of AI products and services to rural areas, and promote urban-rural intelligent inclusiveness. Conduct in-depth AI social experiments. Safely, steadily and orderly promote the application of artificial intelligence in government affairs, and create a new model of government services that accurately identifies needs, actively plans services, and intelligently handles the whole process.

(VI) "Artificial Intelligence +" Global Cooperation

1. Promote universal sharing of artificial intelligence. Regard artificial intelligence as an international public good that benefits mankind, create an open ecology of AI capacity building characterized by equal rights, mutual trust, diversity, and win-win results. Deepen high-level opening in the field of artificial intelligence, promote the open source accessibility of AI technology, strengthen international cooperation in computing power, data, talents and other fields, help Global South countries strengthen AI capacity building, assist countries to participate equally in the intelligent development process, and bridge the global intelligence gap.

2. Build a global governance system for artificial intelligence together. Support the United Nations in playing a main channel role in global AI governance, explore the formation of a governance framework with broad participation from countries around the world, and jointly address global challenges. Deepen exchanges and cooperation with international organizations and professional institutions, and strengthen the coordination of governance rules and technical standards. Jointly study and judge and actively respond to the risks of AI applications to ensure that AI development is safe, reliable and controllable.

III. Strengthen Basic Support Capabilities

(VII) Enhance Model Basic Capabilities

Strengthen basic theoretical research on artificial intelligence and support multi-path technical exploration and model basic architecture innovation. Accelerate research on more efficient model training and inference methods, and actively promote the coordinated development of theoretical innovation, technological innovation, and engineering innovation. Explore new forms of model applications, improve complex task processing capabilities, and optimize interactive experience. Establish and improve model capability assessment systems to promote effective iterative improvement of model capabilities.

(VIII) Strengthen Data Supply Innovation

Application-oriented, continuously strengthen the construction of high-quality AI data sets. Improve data property rights and copyright systems that adapt to AI development, and promote the legal and compliant opening of copyrighted content formed by public financial assistance projects. Encourage exploration of data cost compensation and revenue sharing methods based on value contribution, and strengthen data supply incentives. Support the development of data annotation, data synthesis and other technologies, and cultivate and strengthen the data processing and data service industries.

IV. Organization and Implementation

Adhere to implementing Party leadership throughout the entire process of the "Artificial Intelligence+" action. The National Development and Reform Commission should strengthen overall coordination and promote the formation of work synergy. All regions and departments should closely combine the actual situation, implement measures according to local conditions, and ensure effective implementation. Strengthen demonstration and guidance, and timely summarize and promote experiences and practices. Strengthen publicity and guidance, extensively build social consensus, and create a good atmosphere for participation of the whole society.
